The foundation of the flag's design traces back to 1778, when the New York Provincial Legislature established the state's coat of arms — the central element that anchors the flag to this day. The blue field itself was inspired by the military colors carried by New York's Continental Army regiments during the Revolutionary War, connecting every flag flown today to the soldiers who fought for independence on New York soil. The State Seal and Its Meaning The heart of the New York flag is its state seal, a richly symbolic design that tells the story of the Empire State in a single image. Two iconic figures stand as supporters on either side of a central shield. On the left stands Liberty, her foot resting on a discarded crown — a deliberate statement of independence from British rule — holding a staff topped with a Phrygian cap, the ancient symbol of freedom. On the right stands Justice, blindfolded and holding her scales, representing the rule of law that New York's founders believed must govern a free society. The shield between them depicts a sun rising over the Hudson River highlands, with a sailing ship and a small vessel on the water below — honoring New York's identity as a maritime and commercial gateway to the continent. Above the shield, an American eagle perches atop a globe, its wings spread wide, proclaiming New York's place at the center of the new American republic. "Excelsior" — Ever Upward Beneath the seal runs a simple golden ribbon bearing the state motto: Excelsior — Latin for "Ever Upward." Adopted in 1778 alongside the coat of arms, it is one of the oldest and most enduring state mottoes in America. Excelsior captures the relentless ambition and forward drive that has defined New York's character across three centuries — from the Dutch settlers of New Amsterdam to the immigrants who poured through Ellis Island, to the city that rebuilt itself after September 11, 2001. Every New York State Flag carries that single word as both a promise and a challenge. Official Adoption and Standardization While the coat of arms dates to 1778, the official state flag in its current form was not standardized until 1901, when the state legislature formally established the blue field with the coat of arms centered upon it. Minor refinements to the seal's design were made over the following decades, with the current standard codified in state law under New York Public Officers Law Section 70. E Pluribus Unum — New York's National Significance New York ratified the United States Constitution on July 26, 1788 — the 11th state to do so — and has been at the center of American political, economic, and cultural life ever since. New York City served as the nation's first capital, and George Washington was inaugurated as the first President of the United States on the steps of Federal Hall in Lower Manhattan on April 30, 1789. The flag that flies over the Empire State today is a direct heir to those founding moments. The Flag Today The New York State Flag flies over the most populous metropolitan area in the United States, the busiest port on the Eastern Seaboard, and some of the most storied military institutions in the nation — including the United States Military Academy at West Point, which has trained American officers since 1802. It is flown by 20 million New Yorkers across the state's extraordinary geographic range, from the skyscrapers of Manhattan to the farms of the North Country, from the shores of Long Island to the peaks of the Adirondacks. Through every era of American history, the banner of Excelsior has flown — ever upward. NOT ALL NEW YORK STATE FLAGS ARE THE SAME! HERE'S WHY... HERE'S WHY! Extra care is taken in making these flags.
